Capital Program for Medium and long term Talent Development (2010-2020)

Beijing government recently released Capital Program for Medium and long term Talent Development (2010-2020), requiring that the innovation system should be built to encourage talent cultivation, to set up a evaluation, usage and stimulating mechanism for independent innovation.
　　According to the program, to meet demands of talented personnel of the high-end industry and new pillar industries, efforts should be striven to build a talent cultivation system and to foster numbers of innovative high professional talents. Efforts should be intensified to introduce high-qualified talents from the oversea, continuously bring in strategic scientists and innovation pioneers who can breakthrough the keynote technology, guide the direction of e new disciplines and motivate the new industry development. A sound public service platform for the talents group should be built to promote the flow and growth of diverse talents among industry chain.
